The National Integrated Cancer Control Council (NICCC) Strategic Plan led by the Disease Prevention and Control Bureau – Specialty Care Division (DPCB-SCD) in collaboration with the World Health Organization (WHO) and technical experts from the Human Capital Asia Inc., has taken a groundbreaking step in healthcare governance by adopting a multi-stakeholder and intersectoral approach for crafting its 2024–2028 strategy plan. This initiative is characterized by a comprehensive process involving a desk study, consultative discussions, and strategic planning sessions, ensuring the active participation of diverse stakeholders in the healthcare industry. The approach includes the utilization of various frameworks and tools, such as strategy maps, balanced scorecards, and innovative methodologies like open space technology and appreciative inquiry using the SOAR model.
Throughout the strategic planning journey, NICCC has demonstrated a commitment to inclusivity and thorough decision-making. The consultative discussions, including patient journey mapping and key informant interviews, allow for a broad exploration of perspectives from decision-makers, medical professionals, and users of the healthcare system. The use of strategic leadership and management frameworks further adds depth to the formulation process, emphasizing a comprehensive and participatory approach.
NICCC’s transparent and collaborative review process, involving NICC Council members, Technical Working Groups, and other stakeholders, showcases a dedication to thorough planning and evaluation. As the final Strategy Map awaits approval, NICCC stands as a beacon of progress in healthcare governance, setting a commendable precedent for inclusive and collective efforts in the ongoing battle against cancer.
