NATIONAL INTEGRATED CANCER CONTROL ACT: A BOLD STEP TOWARDS COMBATING CANCER

Cancer is a devastating disease that affects millions of lives worldwide. In the Philippines, it has become a significant health concern, with increasing cases reported each year. In 2020, there were 153,751 new cases were reported in the country. Recognizing the urgency of addressing this issue, Republic Act No. 11215, also known as the National Integrated Cancer Control Act (NICCA) was signed into law on February 14, 2019, by former President Rodrigo Duterte. The law envisions preventing cancer and improving cancer survivorship by adopting effective programs and increasing investments for the entire cancer continuum. Likewise, it aims to make cancer treatment and care more affordable and equitable to all Filipinos, especially for the underprivileged, poor, and marginalized citizens.
The law paved the way for the establishment of the National Integrated Cancer Control Program which shall serve as the framework for all cancer-related activities by the government. Likewise, the NICCA also mandates the creation of the Philippine Cancer Center (PCC) which shall serve as the center of excellence for cancer care, research and development, and capacity development. The PCC is further mandated to provide the following services as stated in the Implementing Rules and Regulations of the NICCA:
